Despite the negative publicity, as the recent hurricanes approached, many governmental agencies and professional property managers had well thought out plans and protocols in place.  Many were relying on cell phones as backups to failing land lines.  When cellular towers were ravaged, devastation had exceeded imagination.  Transmission by cell was no longer possible in many areas.  It seemed that the “best laid plans of mice and men” were all for naught.
